Reports of Russia opening recruitment offices in Syria have added a new dimension to the ongoing carnage of the war in Ukraine. By providing Russian citizenship in exchange for combat service on the Ukrainian front, these offices aim to recruit Syrian troops who are loyal to the Assad regime. This development prompts serious inquiries concerning the reasons for this recruitment campaign and its possible ramifications for Syria and Ukraine.

The rationale behind Russia’s move can be interpreted in several ways. One possibility is that Russia, facing manpower shortages in Ukraine, is turning to desperate measures to bolster its dwindling troop numbers. Syria, having endured over a decade of brutal civil war, possesses a readily available pool of experienced fighters who may be less averse to the brutality of frontline combat.
